Ocean Falls : Ocean Falls Improvement District (OFID)
The Ocean Falls Improvement District was incorporated in 1986 to address a unique set of circumstances in the
community of Ocean Falls. At the time of the final mill closure, services such as water, sewer, street lighting,
and fire protection were supplied by the OFC. When the OFID was incorporated, the Letters Patent transferred
these responsibilities to the OFID as well as ownership of a number of houses in Martin Valley which were sold
over a period of years. The resulting capital fund has provided the OFID with some financial security and with
some independence from tax based income. The trustees meet once per month or as required. A newsletter, The
Ocean Falls Report, is produced by the Board of Trustees.
The OFID Board of Trustees consists of 5 representatives elected by eligible
voters at the Annual Meeting for overlapping terms of three years.
Jim Nylund is the Administrator of the Improvement District.
The OFID owns, holds by licence, and manages various real estate as follows:
Ownership:
- Old High School building constructed in 1972, 150,000 square feet, steel frame clad
with prefabricated concrete panels, part of the roof collapsed due to snow loading so that
now the entire structure is severely water and ice damaged
- Vehicle Repair Shop used to repair and maintain OFID vehicles
- Martin Valley Community Centre (planned), a large two storey frame house with adjacent
empty lot set up with playground equipment and small rain shelter, the building has been
roofed and plans are underway for renovation
- Fire Hall, newly completed frame building 24' x 48' built on the site of the former fire hall
and meeting hall
- Martin Valley Airplane Ramp, recently acquired by the OFID, has no official
designation as an airport, used unofficially by Pacific Coastal for Goose landings and as a
boat ramp
Licence of Occupation:
- Courthouse, used for OFID offices, Post Office, Health Clinic, PEP, and includes three
apartments upstairs
- Carpentry Shop, timber frame on pilings over the foreshore, foundations are sliding into
the ocean, work is underway for repair of foundations, used for OFID projects
- Youth Centre, was used by the school until it closed as a games room/gymnasium
- St. Margaret's Church, land is held under licence, the building by agreement with the
Roman Catholic Church, this building was roofed and partially renovated recently, the
building includes a Church, Church Hall and Rectory, the Church is occasionally used for
services, the Church Hall is regularly used for meetings
- Ferry Dock, used for BC Ferries, adjustable ramp rated for 34,000 kilograms (75,000
pounds), was used to offload freight from Coast Ferries' Tyee Princess, adjacent bulkhead
is used at high tide to offload freight from smaller boats, a freight shed is located at the end
of the ramp
Manages:
- Old Fire Hall, (in Ocean Falls) an upstairs room is used by the TV Society and by CBC
to house communications equipment, the ground floor has been rented until recently as a
mechanic shop
- Cemetery, (in Martin Valley) now closed as a cemetery but maintained by the OFID from
a fund set up by B.C. Lands for that purpose.

This equipment is available for hire under some conditions. In particular, it is not intended to compete with
others in the area who have similar equipment for rent.
