Who pays for those services?The legislation that regulates the Regional District sets out the principal that only the areas that participate in a service pay for that service. For example, the Thorsen Creek Landfill is paid for by the residents of Bella Coola, electoral Areas "C", "D", and "E". No money from any other service can be transferred to or from the Thorsen Creek Landfill, even if the other service has the same participants.Using the Thorsen Creek Landfill example, the costs of running the landfill are covered by user fees, a contribution by the Nuxalk Nation and property taxes. The amount of property tax requested from each area is calculated using the assessed property values as supplied by B.C. Assessment Authority. The end result is that residential property owners in each area pay the same rate per one thousand dollars of assessed value. The Regional District depends on property taxes for about forty five percent of the cost of providing services. Other revenue is generated by user fees (20%) and provincial and Federal grants (35%)
